Manuel Costa da Silva, the 52-year-old general manager of APICCAPS, the Portuguese shoe industry federation, has been appointed as president for the next three years of ICEP, the Portuguese government’s foreign trade promotion institute, and another government institution for small and medium-sized companies called IAMPEI. He had been placed in charge last year of the so-called Dinamo Program, intended to promote the country’s textile, apparel and footwear industry, which represents as a whole one-quarter of Portugal’s total exports.
